Delivery Details Data Load parent concurrent program is ending in normal even though child program errors out

EXPECTED BEHAVIOR
Delivery Details Data Load parent concurrent program should end in error when child program errors out

STEPS

The issue can be reproduced at will with the following steps:

1. Log into the Application
2. Navigate to ECC responsibility
3. Go to View > Requests > Submit a New Request
4. Name = Delivery Details Data Load.
5. Give parameter Type = Incremental _Load(but same for Full load)
6. Submit
7. This spawns a child process . The child process fails but the parent shows as Completed Normal.
