Tax Value is Not Populating In Accounts receivable (AR) Transaction workbench in case of Reverse Charge Mechanism (RCM) Taxes (Doc ID 3030323.1)

Symptoms

RCM Tax amount is available in India Tax Details form but the tax value is not populating in AR Transaction workbench.

The issue can be reproduced at will with the following steps:
1. Navigate to India Local Receivables --> Transactions --> Transactions.
2. Create a Invoice transaction, Provide details and click on line items button then add lines.
3. Save it. Go to Header --> Tools --> India Tax details.
4. Default the RCM Tax category using GST defaulting mechanism or Manually add RCM tax category and save it.
5. Observe that Tax amount is populating in India Tax Details form but in AR transaction workbench, Tax amount is zero.
