Unable to Update User Defined Attributes Configured on a Deliverable on an Approved Award

Symptoms
User Defined Attributes (UDA) are configured and added to a deliverable on an award. When the award is incomplete, the buyer is able to update the values for the UDA fields on the deliverable. However, upon award approval and when the contract administrator attempts to update the deliverable, they are not able to update UDA values. Only the status of the deliverable can be changed, notes and attachments added.
The issue can be reproduced at will with the following steps:
1. Using Contracts Terms Library Administrator responsibility, navigate to Contracts >> Deliverables Attributes Setup >> Attribute templates.
2. Create a template and add deliverable usage and freeze the template.
3. Add this deliverable template to a contract template.
4. Approve the contract template.
5. Navigate to Purchasing and create an award.
6. Add contract terms and apply this contract template.
7. Navigate to deliverables tab and click on update.
8. Add values in the UDAs. Click on Apply.
9. Navigate back to the award and approve the award.
10. Now navigate to the award, click on update.
11. Click on Manage deliverables.
12. Click on Update pencil, you can only update the header and not the UDA values.
