Depot Repair: Service Order Is Not Visible In Service Manager Portal

Symptoms
Find that some service orders are not visible in Service Manager Portal.
The issue can be reproduced with steps below:
1. Log in with Depot Repair Manager responsibility.
2. Create a service order from Organization A.
3. Go to Service Manager Portal.
4. Click on the Total count hyperlink.
The Service Order created at Step 2 is not listed there. But same service order is visible when searching by SO number in one of the search fields.
