Incorrect Loan Installments Deduction By Seeded Element 'Loan Recovery' When Element Entry Is Updated

Symptoms
When employee assignment is updated then seeded element 'Loan Recovery' with formula 'AE_LOAN_PROCESSING' is deducting loan installments and not stopping the recovery even when installments are completed.
The issue can be reproduced at will with the following steps:
1. Navigate to HRMS Manager> People Enter and Maintain> Assignment.
2. Update the Payroll and save.
3. Go to element entries and check Loan Recovery element is updated.
4. Run Quickpay and view SOE.
