OTL: Timecard Preferences Linked By "Session Responsibility" Not Working From Timekeeper Responsibility

Symptoms
When timecard is being accessed from Timekeeper responsibility which has preferences are linked by "Session Responsibility", the preferences are not taking effect accordingly.
Steps:
-------
1. Responsibility: OTL Application Developer
2. Navigate to Preferences
3. Link the preferences node via Session Responsibility to Timekeeper responsibility
4. Login using Timekeeper responsibility
5. Go to timecard and see that preferences (like timecard edit) are not as per the setup
