AFPASSWD migration process stuck for long time with ORA-00028 error (Doc ID 3035607.1)

Symptoms

Customer tried to migrate password to Advanced Hashing AFPASSWD -c apps -m SHA512 FULL.

The process got stuck for more than an hour with error ORA-00028

[oracle@XXX ~]$ AFPASSWD -c apps@XXX -m SHA512 FULL
Enter the ORACLE password of Application Object Library 'APPSUSER':
Connected successfully to APPS.
Enter the password for your 'SYSTEM' ORACLE schema:
Connected successfully to SYSTEM.
Log file: AFPWD_ORPOGPP1_885773.log

ORACLE error 28 in set_advhash

Cause: set_advhash failed due to ORA-00028: your session has been killed.
