Symptoms

Workers running the following xdf files takes too long to complete:

Completed: file XLA_EVENTS_N4.xdf on worker 1 for product xla username APPS.
Completed: file XLA_AE_HEADERS_N9.xdf on worker 2 for product xla username APPS.
Completed: file xla_distribution_links_n1.xdf on worker 1 for product xla username APPS.

Steps to reproduce
