WIP Pick Load Business Flow generates duplicate WIP Content labels when a plain item with no lot control has lot numbers in the MTL_LOT_NUMBERS table.

Steps:

1. Login to Oracle Applications and choose Work in Process Responsibility
2. Navigate to Discrete > Discrete Jobs
3. Create a Discrete WIP Job for an Assembly Item with a quantity of 1 unit.
4. Perform the component release for Discrete Job.
5. Login to Mobile Applications
6. Choose the Whse Mgmt Responsibility
7. Navigate to Tasks > Manual Tasks > Paper based Picking
8. Choose the Organization
9. Enter the Pick ID and perform the Load Task
10.Login to Oracle Applications and Warehouse Manager Responsibility
11.Navigate to Inquiry > View Label Requests
12.Enter the Business Flow as "WIP Pick Load"
13.Hit Find
14.Find that the WIP content label is generated for plain and lot item.
