OKEKFDWB: Create Or Update Agreement in Funding Workbench Removes "-Foreign Currency" From Existing Projects Agreement

Symptoms
When funding contract with foreign currency, funding workbench creates agreement initially in Projects with "-Foreign currency".
This is explained in documentation: Oracle® Project Contracts User Guide - Funding - Using Funding Workbench as follows:
Note: The funding currency code is appended to all PA Agreement numbers created in a currency other than the functional currency. For example, if the agreement number entered on the Funding Workbench is 12345 and the contract is funded in United States dollars, then the agreement displays in Oracle Projects as 12345-USD.
However, the second time Create or Update Agreement button is pressed in funding workbench, "-Foreign currency" is removed from Projects agreement form.
Steps to reproduce:
- From Projects Contract responsibility, navigate to Contract Organizer and select a contract to open.
- Select Go To > Funding Workbench, a message will be displayed no record exists, press ok.
- Select Create Funding Source and press Next.
- Enter Agreement information in foreign currency then press Allocations and enter allocations details then press on button: Create or Update Agreement
- From Projects responsibility, navigate to Billing Agreements, Query the Agreement created in step4. The Agreement name is created as "Agreement Name-Foreign Currency"
- From Projects Contract responsibility, navigate to Contract Organizer and select a contract to open.
- Select Go To > Funding Workbench > Allocations > Create or Update Agreement
- From Projects responsibility, navigate to Billing Agreements, Query the Agreement created in step4. The Agreement name is updated to "Agreement Name" without "-Foreign Currency"
