Symptoms

Comments field is not available in receiving HTML UI at quick receipts header as the one in the directed receipts page.

The issue can be reproduced at will with the following steps:

1. Navigate to Inventory Responsibility

2. Navigate to Receiving > Inbound

3. Select Quick option from the Actions

4. Observe that comments field is not available at quick receipt header level
