Submit For Approval Button Is Enabled When Request For Quote(RFQ) Award Approval Status Is In Process (Doc ID 3038462.1)

Symptoms

Submit For Approval button is enabled when RFQ Award Approval status is in Process. This button should not be enabled once the award was already submitted for approval 

The issue can be reproduced at will with the following steps:
1. Login to E-Business Suite as Buyer and access Sourcing Super User responsibility
2. Create an award and submit it for approval
3. Open RFQ actions and select award by quote
4. Award RFQ to any supplier and "Submit for Approval" button is still enabled
