Accounts Payables (AP) Payment Creates Automatic Withholding Tax (AWT) Certificate in JL_AR_AP_AWT_CERTIF_ALL for Invoices Removed in Payment Process (Doc ID 3038815.1)

Symptoms

AP Payment creates AWT certificate in JL_AR_AP_AWT_CERTIF_ALL for invoices removed in Payment Process.

The issue can be reproduced at will via the following steps:
1. From a Payables responsibility go to Payments -> Entry -> Payments Manager
2. Click on "Submit a Single Payment Process Request"
3. Fill out the information and submit
4. After Selection Criteria, remove some invoices that has AWT amounts
5. Continue to print the Payment
6. Check in JL_AR_AP_AWT_CERTIF_ALL table and found AWT certificates are still there for the payment for invoices that where removed
