GL ECC Dashboard is Not Displaying All Segments on the Balances Tab (Doc ID 3038848.1)

When reviewing data on the GL Balances ECC Dashboard, notice that only three of the four segments
of the accounting flexfield are available for selection.

Steps to Reproduce

1. From a General Ledger responsibility select the General Ledger Command Center
2. Click on Balances Tab
3. See the available assignments and notice only three of the four segments are shown.
