R12: PA: Projects Transaction Import WebADI Errors After Upgrade to R12.2.x (Doc ID 3038885.1)

Unable to upload Projects Expenditure items through WebADI.

Projects Transaction Import WebADI errors with:

Unable to validate the project number for all transactions.

Issue started after upgrading to Release 12.2.13.

Issue DOES NOT occur on all non-upgraded (Release 12.2.4) instances.

Steps to reproduce:

Log into Oracle Applications using a Projects responsibility.
Open the WebADI "Upload" OAF page
Select Integrator = Projects - Transaction Import
Select Viewer = Excel 2007
Select Layout = [A Custom Layout]
Download the WebADI.xls file
Try to populate the spread sheet downloaded with the Project - Expenditure information to import.
The Only List of Value (LOV) showing data is "Operating Unit"
NO values show up for the Project Number LOV.
If try to upload a pre-upgrade / pre-populated (Project Number already populated) WebADI.xls, the error described raises.

Upgrade to Release 12.2.13
