Symptoms

 Attempting to add Scheduled Payments to a Payment Process Request, no values being returned by Search.

The issue can be reproduced at will with the following steps:
1. Navigate to a Payables responsibility
2. Open the Payments Manager page
3. Click on the Payment Process Requests tab
