PO_WF_DEBUG Table Grows Excessively Even Though PO Workflow Debug Log is Not Enabled (Doc ID 3039895.1)

Symptoms

PO_WF_DEBUG table is growing even though the Profile Option "PO: Set Debug Workflow ON" is not set (Set to "No").

EXPECTED BEHAVIOR

The debug should not be writing to the PO_WF_DEBUG table unless the Profile Option "PO: Set Debug Workflow ON" is set to Yes

Steps to Reproduce:
 1. Go to System Administrator responsibility > Profile > System
 2. Confirm Profile "PO: Set Debug Workflow ON" is set to No (for Site and User levels)
 3. Go to Purchasing Responsibility > BWC > Orders
 4. Create and submit Purchase Order (PO) for approval
 5. Observe PO_WF_DEBUG contains PO_HEADERS_ALL_DATA_SEC records related to the PO in question
