Symptoms
When attempting to run Create accounting Program from Cash Management Responsibility, the following error occurs:

The application accounting definition Cash Management Standard Accounting owned by Oracle is not validated. Please validate the application accounting definition or update the application accounting definitions contained in the subledger accounting method Walton Standard Accrual.

The application accounting definition Cash Management Standard Accounting owned by Oracle is not validated. Please validate the application accounting definition or update the application accounting definitions contained in the subledger accounting method Walton Standard Accrual.
fnd.plsql.APP_EXCEPTION.RAISE_EXCEPTION.dict_auto_log"-: XLA-95103: An internal error occurred.
The issue can be reproduced at will with the following steps:
1. Navigate to Cash Management Responsibility
2. Run Create Accounting Program
3. The Accounting program got completed with above error.
