Error "No primary assignment exists for this person." While Trying To Rehire Contingent Worker(CWK) Employee (Doc ID 3040470.1)

While trying to Rehire Contingent Worker(CWK) Employee through API/Application, the following error occurs

ERROR
-----------------------

ORA-20001: No primary assignment exists for this person.

APP-PER-52595: No primary assignment exists for this person

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to SQL Plus

2. Connect with Apps User

3. Run the wrapper API "HR_CONTINGENT_WORKER_API.CONVERT_TO_CWK"

1. Login to responsibility: HRMS Manager.

2. Navigate to People --> Enter and Maintain

3. Now DateTrack to the date when you would like to Rehire the CWK Employee

4. In the Action Select as "Create Placement"

5. Save the form then above error is shown
