Unable to add New Expense Category in Expense Report Template

STEPS TO REPRODUCE:

  1. Navigate to Payables Responsibility.
  2. Go to Setup>> Invoice>> Expense Report Templates
  3. Unable to add new expense category from the LOV. The page is not editable.
