Symptoms

After submitting the RTI - Full Payment Submission Process (FPS) process to HMRC (Her Majesty Revenue and Customs), the following error is observed when reviewing the HMRC response file.

If [FLEXIBLEDRAWDOWN] is present, there must be an entry in at least one of [TAXABLEPAYMENT] or [NONTAXABLEPAYMENT]. Please check.


The issue can be reproduced at will with the following steps:

1. Using UK HRMS Manager responsibility or equivalent.
2. Navigate to Processes and Reports > Submit Processes and Reports.
3. Run the RTI - Full Payment Submission Process (FPS) process.
4. Navigate to HMRC Trasactions > Submit Files to HMRC.
5. Review the HMRC response file - observed the error message.
