Argentina Withholding Tax is not Calculated (Doc ID 3041356.1)

Symptoms

After defining withholding taxes and assigining those taxes to supplier via Argentina Localization, withholding taxes were not created when the invoice was validated and paid.

Following are the steps to Reproduce the issue:
1. Responsibility: Payables Manager
    (N):Invoices -> Entry -> Invoices
2. Create an invoice and save.
3. Validate the invoice.
4. Pay the Invoice. Withholding tax is not calculated.
