Performance Issue And Application Forms Crash When Invoking Specific List of Values (LOV) In India Localization Forms (Doc ID 3047384.1)

Symptoms

Specific Localization forms hang and Oracle Application keep crashing when invoking specific List Of Values(LOV) on Localization Forms.
The forms should not crash during regular usage.

The issue is encountered even after deploying the solution from the below note.
Forms Process (FRMWEB) Consumes 100% of CPU in Oracle Applications R12 (Doc ID 745711.1)

The issue can be reproduced at will with the following steps:
1. Navigate to Oracle Financials for India > Transactions > LC Master (form => JAINLMST.fmb ).
  or
  Navigate to Oracle Financials for India > Transactions > LC Matching (form => JAINITMC.fmb).
  or 
  Navigate to Oracle Financials for India > Item Definition > Define Item Classification (form => JAINLMTH.fmb).
2. Invoke the Customer Name LOV in the LC forms or the Item LOV in the Item Classification form. 
3. The form hangs and may crash.
