Symptoms

EBS 12.2.11 version

SOA services being published from EBS, using Integrated SOA Gateway. When running a stress test, there is a performance problem identified on the database side. The following SQL uses most of the CPU and makes the database server crash. This SQL is from FND_WEB_SEC package.
