Symptoms
When attempting to submit Cost Update process with the Final Update flag checked, the following error occurs.

APP-GMF-87522 Costs were created before inventory calendar xxx - Period x was final closed. Rerun actual cost process.
The issue can be reproduced at will with the following steps:
1. OPM Financials Responsibility
2. Navigation: Cost Update
3. Submit Cost update process with final mode enabled
4. Error will appear on the form when submitting process
