Account or Site Level Contacts Are Not Showing in iReceivables

Symptoms
When viewing Contacts in iReceivables, there are no contacts showing in the iReceivables Dashboard, despite the contacts being defined for the customer in the Customer form.
Steps to Reproduce:
Responsibility: iReceivables 2.0 Internal
Navigation: Customer Search
- Query a customer that has contacts, and click on Account Summary
- In the Dashboard page, there are no contacts, or different contacts showing that what is defined on the Customer form in Oracle Receivables.
