Role "Flexfield Value Set Security: All Privileges" Is Not Working Appropriately For Spanish Language

Symptoms
The issue can be reproduced at will with the following steps:
1. Assigned Role "Flexfield Value Set Security: All privileges" to a specific EBS user by following all required steps from User Management Responsibility.
2. Accessing the Application with User in step 1.
a. Selected Language as English.
Selecting "Enter value" > Value getting displayed > Able to select the value
b. Selected Language as Spanish.
Selecting "Enter value" > The page is getting grayed out and no values getting displayed.
