Incorrect Record History for Attachments When Editing Requisition using Notification 'Edit Requisition' Link: Always Shows as "SYSADMIN" and "Sysdate" (Doc ID 3050908.1)

ACTUAL BEHAVIOR

Requester created a requisition with attachments at line and header it has record history recorded as 'requester name.'  but when the approver selects 'Edit Requisition' to change the PR, the file attached in the line is recorded as last updated by 'SYSADMIN' while the file attached in the header still shows the last update by 'requester name.'
 

EXPECTED BEHAVIOR

Attach files in both the line and header. should have the person who added the attachments

STEPS TO REPLICATE

1. The issue can be reproduced at will with the following steps:
2. Create Requisition with Attachments and submit for approval
3. Approver Edit the requisitions using 'Edit Requisition' link from Notification
4. Add a new Attachments or perform any changes to requisition 
5. Now Attachments record "created by" changed to SYSADMIN and "created date" to sysdate
