Symptoms
The Data Capture Rule field is grayed out for a Meals policy when trying to enter/update the Expense Report Template.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to the Payables Manager responsibility
2. Navigate to / Setup / Invoice / Expense Report Templates
3. Select a Meals policy and scroll over to the Data Capture Rule
4. The Data Capture Rule field is greyed out and no value can be entered.
