ECC V11: The Projects Costing, Billing and Budgetary Control Dashboards Grant Access to Non Key Members and More Projects Than in ECC V9 and Oracle Projects Forms (Doc ID 3055220.1)

Symptoms

After upgrading from Enterprise Command Center (ECC) V9 to ECC V11, the users get more projects displayed in the ECC Projects Costing, Billing and Budgetary Control Dashboards comparing to the same Dashboards in ECC V9. The users are able to see projects where they are not defined as key members. 

Also the Dashboards show many more projects compared to the Oracle Projects Forms which are considered correct and matching the ECC V9 displayed data in the Dashboards. The ECC Dashboards were synchronized with the forms before the upgrade and the expectation is to have them in sync after the upgrade. Also it is expected that the users would only see projects where they are set as key members.

The PA_ECC_DATASECURITY_PKG is the same on both ECC V11 and ECC V9 instances: PAECCDSB.pls 120.0.12020000.6.


STEPS TO REPRODUCE
1. After upgrading from ECC V9 to ECC V11: Oracle Enterprise Command Center Framework responsibility > Projects Costing: Transactions
2. See the Operating Units (OUs) and the access granted to the projects where the users are not defined as key members (example: this may show data for 2000 projects)
3. Projects Costing responsibility > Find Projects
4. See a different number of projects in this form compared to what is shown by the ECC Dashboards (example: the form may retrieve only 50 projects)
5. Repeat the steps for the Billing and Budgetary Control Dashboards to validate the same discrepancy in the number of projects displayed
