Service Main Billing Job Incorrectly Calculates Billing Amount from Price Breaks (Doc ID 3057903.1)

Symptoms

Find that service contracts main billing process incorrectly calculates the billing amount from price breaks.

It looks like meter entered date is not considered when the price break amount is picked up.

STEPS
-----------------------
1. Using lease super user responsibility, book a back dated contract (start date -19-Mar-2024).
2. Create a price list with 3 different effectivity dates (this is a common practice here to allow for escalations in the price from year to year), each having a different price break.
3. Enter a meter read.
4. The read date entered was Jul 18th. This correlated with a price break amount of .02 based on the price list set up. But the service main billing job incorrectly picked up the amount based on the third price list line.
