Depot Repair: The Department Gets Defaulted For Only One Job That Is First Created For a Service Order And Not For Subsequent Jobs

Symptoms
When creating a job in Depot Repair responsibility after setting the 'CSD: Default Department for Operations' profile at responsibility, the department gets defaulted for only one job that is first created for the service order and not for subsequent jobs. The expected behavior is that if department is defaulted at responsibility level then it should be defaulted for all jobs created from the responsibility.
The issue can be reproduced with steps below:
1. Log in with System Administrator responsibility
2. Go to Profiles/System and set the 'CSD: Default Department for Operations' profile at Depot Repair Manager responsibility level.
3. Log off, then log back in with Depot Repair Manager responsibility.
4. Create a service order.
5. Receive the item.
6. Create several jobs without BOM and routing for the service order.
7. Check the department from Operations form.
