Symptoms

PRC: Transaction Import completes in error when submitted as part of Oracle Time and Labor's timecard process.

PRC: Transaction Import is ending in ERROR for the US Organization. It is being run with the following parameter: ORACLE TIME AND LABOR.
It is completing without error for other three organizations and completing in ERROR for only the US organization.

The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. View: Requests:  Submit a new Request: PRC:Transaction Import
Parameters:  US Organization,  Oracle Time and Labor
3. Click Submit
4. Program completes with status 'ERROR'
5. Error message from log file as seen above
