When running the EMEA VAT: Allocation Process for Transaction Type 'Mixed', it is ending with the following error:

Error Code: NO_RULE_APPLICABLE

The issue can be reproduced at will with the following steps:
1. Navigate to AP Localization Responsibility.
2. Run 'EMEA VAT: Selection Process'.
3. Run 'EMEA VAT: Allocation Process'.
