Some Sourcing Amendments Do Not Copy Online Discussions to the Draft Amendments (Doc ID 3062041.1)

Symptoms

When creating an amendment for some negotiations, the draft amendment doesn't copy any online discussions that are in the original RFQ.

STEPS
-----------------------
1. Log into Sourcing as a internal user
2. Open the respective RFQ
3. Select Create Amendment from the Actions drop-down menu.
4. Confirm the Amendment Description, press online discussions Button.
5. No messages in the original negotiation are displayed.
