R12.PA.PAXPREPR: Error PA_NO_EXCH_RATE_EXISTS While Changing the Project Status of a Project (Doc ID 3063276.1)

When attempting to Change the Project Status of a Project,
the following error occurs.

ERROR
----------
PA_NO_EXCH_RATE_EXISTS - No Exchange Rate Exists for the given currency attributes.
Please change the Currency attributes.

The issue can be reproduced at will with the following steps:

1. Navigate to Projects responsibility > Projects
2. Query for a problematic Project > Click on Project Status
3. Retest the issue
