Retrocosting Does not Process Assignment Records (Doc ID 308816.1)

Problem Statement:

When running RetroCosting process using an Assignment Set, the process does not pick any assignments.

Assignment Actions (payroll run) exist past the end date of the retro costing.

If the end date is extended to on or after the last actions effective date, the process will then pickup the assignments.
