Why is Quantity Being Partially Pick Released and Ship Confirmed in the Primary UOM Versus the Ordered UOM?

Symptoms
User enters an order for an item in the secondary UOM of case. The primary UOM that is defined for the item is each. For this item, 1 case = 12 each. The ordered quantity is 60 cases.
When the line is pick released, two delivery details are created. The first delivery detail has a picked and staged quantity of 547 each. The second delivery detail has a backordered quantity of 173 each. This causes the possibility of partial cases being shipped.
