History of Coverage Start Date is Not Being Retained

Symptoms
Participant is defaulted into a plan on the first day of the enrollment period. The coverage start date code for the default plan is 'Event'. This constitutes the first enrollment. They must then elect a different plan during the enrollment period which becomes the second enrollment. This needs to be treated as a subsequent enrollment with its own coverage start date, and must not overwrite the first enrollment. The reason this is a problem is a history needs to be sent to the benefit provider.
