Cannot Update Shipped Qty in STF When Status Is Staged/Picked Confirmed (Doc ID 316808.1)

Symptoms

 

In the Shipping Transactions form (STF), the shipped quantity and backordered quantity fields are grayed out and cannot be updated.
After running Pick Release with the Autocreate delivery, Auto-allocate and Auto-Pick confirm options, the sales order is queried in the STF, but the quantity fields are greyed out in the delivery details window.
The delivery detail status shows Staged/Picked.
The items are not under Inventory controls, such as serial or lot control.
The user does have Shipping Grants and Roles defined.
The issue can be reproduced with both the seeded OM Super User responsibility, as well as a custom
responsibility.

The warehouse is WMS enabled.

EXPECTED BEHAVIOR

Since the order line was successfully picked and staged, the shipped quantity and backordered
quantity fields should be updateable.

STEPS
-----------------------
1. Navigate to: Shipping > Transactions
2. Query the picked sales order.
3. While on the Lines/LPN tab, scroll over to the Shipped Qty and Backordered Qty fields. They are grayed out.
4. Click on the Details button. Here too the Shipped Qty and Backordered Qty are grayed out.
