Report Link URL Can Only be Opened Once

Symptoms
Generated URL can only be opened once for a generated and completed report.
- Run a report.
- In the 'Upon Completion...' window: Enter person in 'Notify following people' section
- Set number of copies to 0
- Press OK and await completion.
- Click the link in the email, the report is shown.
- Close the report and re-click the link in the email.
- Then you get:
Authentication failed, the URL may have expired.
The same applies when reproducing like:
- Create new user '<UserName>'
- Assign the user System Administrator and Workflow responsibilities
- Login as <UserName>/{password}
- Submit an Active Users report with notification to <UserName>
- Go to Workflow menu Worklist , notice <UserName> has 1 new notification.
- Confirm you're able to open the link for the report
- Close the report by Windows cross (upper right corner) or by navigating back in browser
- Try again opening the report by pressing the URL. The result:
Authentication failed, the URL may have expired.
