Requester And Deliver-To Location Is Invalid When Entering Requisition (Doc ID 331605.1)

On 11.5.10 in Production:
When attempting to create non-catalog requisitions, the following error occurs.

ERROR
-----------------------
Requestor is invalid
Deliver-to location is invalid

The issue can be reproduced at will with the following steps.

STEPS
-----------------------
1. Create Non-catalog request
2. Checkout
3. From the Checkout: Requisition Information form, click on the Enter Charge Account hyperlink.
4. From the Requisition Information: Edit Lines form, click on the Enter Charge Account hyperlink.
5. From the Requisition Information: Split Cost Allocation form, Compter entering the Charge account information.
6. After populating the flexfield, the user hits the Return button until they are returned to the
Requisition Information: Edit Lines form. On this form, the error messages are shown at the top of the form.

BUSINESS IMPACT

Due to this issue, users cannot create non-catalog requisitions.
