R12 11i: Budget Stuck In WorkFlow With ORA-20002 WF_engine.Notification Not Allowed in Synchronous Process Error (Doc ID 334232.1)

Symptoms

Error with the PA Budget Integration Background Workflow when baselining a budget associated to a project using Top-Down Budget Integration. The budget was updated, submitted and attempted to baseline. Budget status still "In Progress".
The account creation is getting the following rejection reason in the 'Budget Account Details' window, 'By Budget Line' tab:

 "ORA-20002: 3135: 'Wf_Engine.Notification' is not permitted in synchronous processes."
