Summary Accounts Created For Accounts That Are Not In The Budget Organization (Doc ID 335985.1)

Symptoms

Summary Accounts are created for accounts that are not included in the Budget Organization range definitions. The expectation is that the Summary Accounts would only be created for the account ranges included in the Budget Organization definition.
To recreate what is being seen the following steps can be taken:

1) Define a GL Budget

2) Create a Budget Organization with following account ranges (example is with 10 segments)

From -.40000.-.-.-.-.-.-.-.01
to 999999.999999.999999.999999.999999.999999.999999.99.99.01
.
3) Create a summary template for performing the fund check defined  like D.D.T.D.T.T.T.T.T.D
where D = Detail and T = Total
Funds check level : Absolute
Funding Budget : GL Budget
.
Expectations are that the summary template process would not create summary accounts for combinations which are not in the range defined in the budget organization range between '- and 39999' for segment2, but when viewing the accounts in the Inquiry Funds available form (GLXQFUN.fmb 115.23), there are summary accounts which have been created for the range between '- and 39999' for eg :
610101.171000.T.T.-.T.T.T.T.T.T.T.01
