WebADI Function Not Available Under A Responsibility Or No Permission To Access It (Doc ID 358046.1)

Symptoms

Attempt to create spreadsheets using some integrators does not work, throwing error on the framework page opening as soon as the menu is accessed. Most likely this issue would reproduce for custom Responsibilities and/or custom Menus associated. 

Sample integrators raising this issue: 
a. 'General Ledger - Daily Rates' - Setup > Currencies > Currency > Rates Manager > Daily Rates > Create in Spreadsheet

b. 'Oracle Report Manager Word Template Editor'

c. 'General Ledger - Historical Rates' - Desktop Integrator Responsibility > Create Document > Select Excel version> Integrator

d. 'Create Document' function under a custom Responsibility / Menu

ERROR: 

You do not have permission to access this functionality.

Or

WebADI Spreadsheet function is not available under the 'responsibility name' responsibility.

Or 

The <...> WebADI function is not available under the  <...> Responsibility

STEPS TO REPRODUCE:

1. Under a General Ledger Responsibility (or Report Manager Responsibility, or other Custom Responsibility) > Use WebAdi specific functions from the menu, such as:

'General Ledger - Daily Rates' - Setup > Currencies > Currency > Rates Manager > Daily Rates > Create in Spreadsheet

'General Ledger - Historical Rates' - Desktop Integrator Responsibility > Create Document > Select Excel version> Integrator

'Create Document' function

2. Observe a new framework page opens

3. Get the error on the page

 Most likely the issue would reproduce for new, Custom Responsibilities or Menus.
