Symptoms
On 11.5.9 after a Clone, Notification Mailer and Workflow Agent listener are running but no mail is picked up by the mailer.
Notifications are just sitting in the WF_DEFERRED queue. The log shows no record of any SMTP transactions and shows no errors.
