Users Notification Preference Becomes Disabled In FND_USER_PREFERENCES Table

Symptoms
The email server crashed and caused an outage of several hours. This outage also caused the recipients notification_preference to change to DISABLED in the FND_USER_PREFERENCES and WF_LOCAL_ROLES tables. Once the outage is fixed, any new and existing notifications will not process since the user(s) notification_preference is now set to DISABLED.
Since there are users that do not have the necessary responsibilities to change their own notification_preference clients need a way to change the notification_preference.
Changes
Email Server outage (crash) causes the notification_preference for recipients to become DISABLED in FND_USER_PREFERENCES and WF_LOCAL_ROLES tables.
