Unable to run the Oracle Scripting Author.
(R) Oracle Scripting Administrator
(N) Home/Launch Script Author
The Scripting Author fails to open and the Java Console shows one of the following errors:

The following actions can cause this error.
- The first time Oracle Scripting Author is used.
- Upgrade from one Applications Level to another eg: 11.5.9 to 11.5.10
- Upgrade of JInitiator/Java Plugin.
- Application of a IES Scripting Patch
