Transactions Form Issue: Attachment Icon does not Indicate an Attachment Exists (Doc ID 364268.1)

Symptoms

In the Transactions form, you've created an attachment to a transaction at the header level. When you re-query this transaction, you expect the Attachments Icon to change from an empty paper clip (as shown below):

To one where a sheet of paper is attached to the paper clip (as shown below) to indicate that an attachment exists.
