How are FND_USERS, HR, and WF_LOCAL_ROLES kept synchronized?

Does this mean that if there is a change of email address in FND_USER, it will not change it in HR nor WF_LOCAL_ROLES?
If email is changed in the HR it will not change it in FND_USER, but it will change in WF_LOCAL_ROLES?
